HIB Defined
When trying to determine if an incident is HIB, compare it against the definition.
Does the incident meet all of the following?
Harassment, Intimidation, or bullying means any gesture, any written, verbal or physical act, or any electronic communications, whether it be a single incident or a series of incidents that:
... is reasonably perceived as being motivated by any actual or perceived characteristic, such as race, color, religion, ancestry, national origin, gender, sexual orientation, gender identity and expression, or a mental, physical, or sensory disability; or by any other distinguishing characteristic; and that takes place on school property, at any school sponsored function, on a school bus, or off school grounds that substantially disrupts or interferes with the orderly operation of the school or the rights of other students

And, does it meet one of these?
A reasonable person should know, under the circumstances, that the act(s) will have the effect of physically or emotionally harming a pupil or damaging the pupil's property, or placing a pupil in reasonable fear of physical or emotional harm to his/her person or damage to his/her property
Has the effect of insulting or demeaning any student or group of students
Creates a hostile educational environment for the pupil by interfering with a pupil's education or by severly or pervasively causing physical or emotional harm to the student

Self-Assessment & District Grade Report
The annual Self-Assessment under the Anti-Bullying Bill of Rights District and School Grade Report, as released on June 29, 2021 by the New Jersey Department of Education, and as required under the Anti-Bullying Bill of Rights Act (ABR) can be accessed using the above link. Pinelands Regional School District administration and staff are committed to providing a safe and secure environment for our students. We utilize the data provided in the district and school grades to continually improve and strengthen our efforts targeted towards harassment, intimidation, and bullying (HIB). The data is also used to communicate to our students, parents and community the district’s commitment, and to request their input in identifying and addressing areas for improvement. All information in the Self-Assessment is an accurate and complete account of the status of the school’s efforts implementing the ABR at the time of submission, the School Safety Team’s report, the public comment on the report, and the district Board of Education’s review of and decision on the report.
The Self-Assessment tool includes eight core elements which address all of the ABR requirements for schools. School Safety Teams must assign a rating for each indicator based on the criteria and available documentation. The school grade is the sum of these ratings, with a maximum total score of 78 points. The school district’s grade is an average of the total scores of all schools within the district.
